Sure, you can spend 80 bucks to buy a ceramic water bowl with automatic fountains to quench Fido's thirst, but the best kind of automatically refilling water bowl is just simpler. It's just an upside down jug attached to a bowl. Of course, you'll notice that, despite what you might imagine would happen at first glance, the water doesn't come out. Why is that?
Right, it's air pressure. The space in your kitchen (or garage, or wherever) isn't actually empty, but instead full of air. That's not the only factor at play though, as Practical Engineering explains in this excellent 10 minute primer on hydrostatics and the sort of unintuitive fact that a tank full of unmoving liquid has the same pressure throughout, regardless of its shape.
There's still plenty more to know about wells, pumps, and water pressure, but the basics are still worth knowing if your memories of physics class are getting a little fuzzy. Just don't fool yourself into thinking that you are now a plumber or something.
